Chelsea Public Housing Coalition, March 20, 2026, Sent March 19, 2026
To Honorable Zohran Mamdani, Mayor of the City of New York, City Hall, New York, NY 10007
We write to request an urgent meeting regarding the future of the Fulton and Elliott-Chelsea Houses (FEC), home to more than 4,500 working-class New Yorkers. This is our second request for a meeting.
This joint request is submitted on behalf of the Elliott-Chelsea Tenants Council, FEC Tenants Against Demolition, and the Chelsea Public Housing Coalition, representing hundreds of residents, tenant leaders, and stakeholders across New York City.
We believe there is a viable path to address chronic NYCHA underfunding without demolition or privatization—and without displacing a long-standing community that has called FEC home for generations. Independent findings indicate that the FEC buildings are structurally sound and can be rehabilitated at significantly lower cost than demolition, without the environmental and community disruption such plans would cause.
Many members of our organizations supported your campaign and took seriously your commitment to hear directly from impacted communities. We are the residents and stakeholders who will be directly affected by these decisions and deserve to be part of shaping them.
Your administration has the opportunity to correct decades of disinvestment while preserving public housing as a critical public asset. We are encouraged by your stated commitment to tenant protection and believe this moment presents an opportunity to work collaboratively toward a solution that prioritizes rehabilitation, stability, and long-term affordability.
We respectfully request a meeting within the next two weeks to discuss a path forward. We have previously shared detailed correspondence and look forward to presenting constructive alternatives directly to you and your team.
Sincerely,
CHELSEA PUBLIC HOUSING COALITION MEMBERS AND ALLIES

FEC TENANTS AGAINST DEMOLITION
