Last summer HUD went ahead and conditionally approved the RCC Rad Conversion Commitment which allows the conversion of properties into the RAD Rental Assistance Demonstration Program. This conditional approval allowed Related Properties to hire H.O.U a relocation service to begin relocating senior tenants of Chelsea Addition and tenants from Fulton 11 to other NYCHA apartments while demolition of Fulton Elliott Chelsea is pending.
The tenants were not informed of this RCC until several months later wondering why H. O. U kept harassing them. Harassment ensued with H.O.U constantly knocking on doors to offer moving services to the tenants. The tenants would receive daily notices from NYCHA at their doors requiring them to move. The tenants don’t want to move. The tenants receive phone calls at all hours of the day reminding them to move. Sometimes even asking inappropriate questions. Several weeks ago, the tenants filed a harassment lawsuit against NYCHA for making H. O. U use these scare tactics to pursue the tenants so aggressively that the tenants would stop answering their doors, or phone calls and ignoring the notices. It is not a done deal. The tenants want to stay in their apartments.
A court date for the harassment case has been set for November 13.
